ViASucc (Via ad Successum) is an innovative vocational training and consulting centre in Timor-Leste focused on strengthening the country’s tourism sector through practical skills development and entrepreneurship.
Advancing Tourismpreneurship
Founded by Elsa da Costa Soares, the initiative responds to gaps between formal education and industry needs by delivering a structured Tour Guide Training Programme (Levels 1–4), which progressively builds from foundational tourism knowledge to more advanced competencies in “Tourismpreneurship,” business development, and digital marketing through mobile filmmaking. This staged approach enables participants to not only understand the tourism sector, but also actively create and promote their own tourism products and experiences, fostering both employability and entrepreneurial capacity.
Hands-On Experiences for Students
In 2026, ViASucc expanded its model through the launch of the ViASucc Dili Tour Agency as a “Living Lab,” where students gain hands-on experience by managing real tourism operations, interacting with clients, and applying their skills in dynamic, real-world contexts. This practical immersion is reinforced through strategic partnerships with organisations such as the Australian Embassy, Good Business Foundation, Invest People, PROSIVU, and Timor Sightseeing, which provide mentorship through a program name FEMALE FOUNDER (funded by GBF Australia), industry connections, and professional exposure. Aligned with Goal 2 – Thriving and Inclusive Communities, the initiative demonstrates how tourism can act as a vehicle for youth empowerment, local capacity building, and inclusive economic development, particularly in emerging destinations where skills training and employment pathways remain limited.

THE PROBLEMS
The initiative addresses a range of interconnected systemic challenges within Timor-Leste’s tourism sector.
Environmentally, it responds to issues such as plastic waste and the degradation of natural ecosystems, including mangroves, which are critical to both biodiversity and local livelihoods. Socially, the programme tackles limited community capacity and participation by providing access to tourism-related skills, particularly for young people who often face high levels of unemployment due to a disconnect between academic education and practical, industry-relevant experience. It also engages with the erosion of cultural knowledge and appreciation among younger generations by embedding cultural storytelling and local identity within its training approach.
At the same time, the initiative operates within significant infrastructure and resource constraints, including limited access to training facilities, equipment, and reliable transport.
These challenges are compounded by operational limitations such as inconsistent funding, the absence of dedicated transport options like microletes, and slow infrastructure development, often requiring the initiative to rely on personal funding and adaptive, resourceful strategies to sustain its activities
THE STRATEGY
ViASucc employs an integrated model that combines vocational training, entrepreneurship, and industry engagement to build capacity within the tourism sector. The initiative has developed a Level 1–4 vocational training programme focused on tour guiding and tourism entrepreneurship, equipping participants with both technical knowledge and practical business skills. A key component of this approach is the establishment of a “Living Lab” through the ViASucc Dili Tour Agency, which provides real-world, hands-on experience and allows trainees to apply their learning in an operational setting. The programme also incorporates mobile filmmaking and digital marketing, enabling participants to promote tourism experiences and local culture through contemporary, accessible platforms.
In addition to training, ViASucc provides professional coaching and consulting in areas such as business development, marketing strategies, and financial management, supporting participants to transition from training into sustainable livelihoods. The initiative collaborates closely with tourism operators to facilitate practical training opportunities and industry exposure, strengthening pathways into employment and entrepreneurship. It is also expanding its offerings to include additional skills development, such as the planned introduction of a barista training facility, broadening opportunities within the service sector. This work is supported through partnerships with organisations including the Australian Embassy (Female Founder Program), Good Business Foundation, Invest People, PROSIVU, and Timor Sightseeing, which contribute resources, expertise, and networks to enhance the initiative’s impact and sustainability.
